Man fatally shot by a Denver police officer on Wednesday identified

The Denver Police Department have identified the man fatally shot by an officer on Wednesday in southwest Denver.

Raul Rosas-Zarsosa, 52, was identified by DPD Cmdr. of the Major Crimes Division Matt Clark during a press conference Friday afternoon.

Clark said Rosas-Zarsosa was shot five times within 33 seconds of officers arriving to South Federal Boulevard and West Vassar Avenue.

“In that 33 seconds officers issued clear and direct commands, they backed away from the suspect (to) create additional distance, they utilized a less lethal pepperball system and a Taser before discharging a handgun,” Clark said.

Rosas-Zarsosa is the third person fatally shot by metro-area police departments since May 14.

Wednesday’s incident began when Denver officers were dispatched to South Federal Boulevard and West Harvard Avenue around 6:45 p.m. after a report of a stabbing incident and a man with a knife.

Officers located Rosas-Zarsosa on the east sidewalk of Federal Boulevard, just south of West Harvard Avenue and saw he was bleeding from the throat.

Officers parked in the northbound lanes of Federal Boulevard at Vassar Avenue in  to intentionally prevent vehicles and pedestrians from the area, Clark said.

The two officers exited their patrol unit armed with less lethal options about 105 feet away from the suspect, police said.

Rosas-Zarsosa displayed a red Milwaukee utility knife and began approaching officers at a steady pace, Clark said.

Officers attempted to use time, distance and cover to gain compliance to begin administering first-aid, but Rosas-Zarsosa disregarded all commands, Clark said.

Rosas-Zarsosa neared after repeatedly ignoring commands from officers, which prompted a female officer to fire 10 pepperballs that struck Rosas-Zarsosa 10 times in the chest and abdomen to no effect.

Rosas-Zarsosa appraoched within 15 feet of the authorities, when the other officer fired their Taser, but only one of the two probes made contact, which made it ineffective, Clark said.

At the same time, the female officer fired her handgun five times, “fearing the subject may attack her or her partner with the utility knife,” Clark said.

Rosas-Zarsosa fell to the ground and officers called in the ambulance that was waiting nearby. He was transported to Denver Health Medical Center where he was later pronounced dead.

No officers were injured.

Very little information about the officer who fired her weapon is currently known, but Clark said she is assigned at District 4 and has been with the department for two years, but had prior law enforcement experience before joining the department.

The officer who discharged her weapon is currently on “modified duty assignment” while a multi-agency investigation is ongoing, Clark said.

This is the second critical incident investigation open in the the last week by the DPD.

On May 14, multiple officers fired several rounds at a man who allegedly fired a gun into the air at a park in the Westwood neighborhood.

The man led officers on a pursuit that crossed multiple jurisdictions, but ended when the man lost control and crashed at the corner of First Avenue and Perry Street.

When officers arrived, the man grabbed a handgun and disregarded all commands, which prompted several officers to fire their weapons.

On Tuesday, members of the Englewood Police Department fatally shot 22-year-old Caleb J. Grisenti after he injured three officers by dragging them with a stolen vehicle.

Officers initially were dispatched to an apartment complex at 1401 E. Girard Place after a report of a suspicious vehicle. When they arrived, they checked the plates and learned it was stolen.

Police attempted to make contract with Grisenti, who was driving, but while attempting to flee struck and dragged three officers, which prompted officers to fire.

The 18th Judicial Critical Incident Response Team is currently investigating the incident.
