The incident occurred in the 3600 block of South Oak Way just after 8 a.m., according to the Sheriff’s Office.
Kerry Endsley, 73, brandished a gun, put either a rope or a leash around one of the victim’s necks and began leading them away from the trail, said Jackie Kelley, a spokeswoman for the agency.
Endsley fled the area, but deputies tracked him down. He then brandished a stun gun and pointed it at authorities, which caused one deputy to fire his weapon, while another tased Endsley, Kelley said.
He was not shot, but he was taken to the hospital with injuries that could be related to being tased, Kelley said.
Endsley has a history of harassing one of the people he is accused of kidnapping. That person has a restraining order against him, according to the agency.
Endsley was being held on suspicion of felony menacing, second-degree kidnapping and violation of a restraining order.
A separate investigation into the incident by the First Judicial District Attorney’s Critical incident Response Team is also underway because a deputy fired his weapon.
