Parents of Luis Garcia speak publicly for the first time since shooting death

Santos Garcia cried in the rain.

He returned — for the first time on Friday — to East High School where his 16-year-old son, Luis Garcia, was shot 13 weeks ago.

Luis Garcia died after two weeks on life support at the hospital.

Garcia, who got emotional speaking about his son, was critical of the Denver Public Schools Board of Education removing school resource officers from campus over concerns about the “school-to-prison pipeline.”

That’s the belief, often supported by research finding harsher disciplines for students of color, that police in schools might single out minority students more, possibly creating a criminal record stemming from issues at school.

“They are taking care of those kids, but who is taking care of our kids,” asked Santos, who spoke to the media at a press conference in Spanish. “The good kids.”

At just after 2:30 p.m. on Feb. 13, police discovered Luis Garcia — a junior at East High School who played on the varsity soccer team — sitting in his car on the northside of campus with gunshot wounds.

Garcia died on Feb. 28.

Denver Public Police have yet to make an arrest but say it’s an active investigation.

Family described Luis Garcia as a good, hard-working kid.

“Life without him will never the same,” said Jovana Garcia, 20, Luis Garcia’s older sister. “How can we be fully happy to know he’s gone.”

A group of about 60 parents and friends flanked Garcia Friday morning.

Some carried signs that read “¡Exigimos respuestas!” — which translates “we demand answers” — at a press conference hosted by the Parents-Safety Advocacy Group (P-SAG).

While Garcia’s death provoked a student march for gun control, it was the shooting of two deans three weeks later that prompted the DPS board to temporarily return police to campus and instruct Superintendent Alex Marrero to devise a comprehensive safety plan.

P-SAG formed after Jerald Mason and Eric Sinclair, both deans at East, were wounded conducting a pat down of a student on March 22.

Sofia Saavedra, 17, was among those who stood in the drizzle to hear her friend’s family speak.

“I thought it was odd that they took a lot of action after the second shooting,” said Saavedra, a junior at East.

The reason, Saavedra speculated, is because district officials didn’t want to call Luis Garcia’s death “a school shooting.”

While Garcia lamented whether or not his son would still be alive had police been on campus, Saavedra blamed school administrators for focusing on what she called “smaller” issues like smoking rather than monitoring who is coming and going on campus.

Matthew Barringer, an attorney representing the family, joined Garcia Friday.

On May 2, Garcia’s parents filed notice of a wrongful death claim against the city and county of Denver, DPS and the board of education that seeks damages in excess of $1 million.

The claim asserts DPS was negligent because of the lack of security, specifically citing the elimination of SROs, which were removed from campuses in the wake of national protests against police brutality in 2020.
