Aurora council to vote on new laws about drug paraphernalia, car registration requirements

Aurora’s lawmakers will vote Monday night on a rule change allowing local police to enforce state car registration, two new ordinances regarding marijuana licensing and drug paraphernalia, both of which would align the city with state laws, and finalize an ordinance to ask voters about an effort to revitalize Colfax Avenue.

Monday’s meetings will continue to be held virtually after councilmembers decided to meet online until a lawsuit is complete in the Kilyn Lewis case.

On Monday night in the regular council meeting, councilmembers will finalize an ordinance allowing Aurora Police Department deputies to enforce state vehicle registration requirements, according to council documents. 

Councilmembers will also finalize an ordinance to ask voters in November about creating a Downtown Development Authority to revitalize Colfax Avenue. The ordinance passed in the last council meeting, and Monday’s vote will be to finalize that ordinance. 

Councilmembers will vote on an ordinance that cracks down on the sale of illicit drug paraphernalia and unregulated psychoactive products such as meth pipes, crack kits and small baggies often used for drug distribution, according to council documents. 

These products are illegal for their intended use but are still sold due to gaps in enforcement and education about their use, documents said. 

If passed, the ordinance would “consolidate and strengthen” city regulations by referencing these kinds of items in city code and adding new city code language addressing “gray-market” and “adulterated psychoactive products and nitrous oxide.”

Another item on Monday’s agenda would update language in the city code about marijuana to match changes in state laws and remove references to an expired license program. 

Monday night’s study session is open to the public via livestream at 5:30 p.m. A 30-minute virtual public comment session will follow from 6 p.m. to 6:30 p.m.

The regular meeting of the council will also be held virtually starting at 6:45 p.m.
