Aurora to hold first meeting under new public comment rules, vote on homelessness funding

The Aurora City Council will hold its first meeting under new rules for public comment Monday night, giving the public one hour at the beginning of the meeting and one hour at the end to speak to councilmembers.

Under the old council, there was a separate public comment session before the meeting in which each speaker was limited to two minutes.

On Monday, public comment will again be part of the regular meeting at both the beginning and the end, and each speaker will be allowed three minutes.

The rule change was the first order of business under Aurora’s new council in the most recent meeting, returning public comment to how it was more than a year ago.

Aurora’s previous council went back and forth with how to deal with activists protesting the shooting of Kilyn Lewis, who was killed by an Aurora police officer last year during an operation to arrest him on a warrant for attempted first-degree murder. Lewis was not armed.

The protesters have attended every council meeting for more than a year, often speaking over time limits and interrupting meetings.

Monday night’s meeting will be the first in which the new rules apply.

In Monday night’s study session, councilmembers will vote on the approval of several funding requests for homeless service providers.

Much of the city’s funding for homelessness will be allocated to the Regional Navigation Campus, according to council documents, but $961,818 will go toward several service providers, if approved Monday.

In total, the city got 12 applications for a total of $1.7 million. Homelessness Division officials are recommending the following.

•Advance, Inc.: $240,868

•Aurora Housing Authority: $457,703

•Aurora Mental Health and Recovery: $25,000

•Family Tree: $68,600

•Three Birds Alliance: $150,000

They did not recommend funding Comitis Crisis Center, Ready to Work Aurora or Brothers Redevelopment, Inc.

Also in study session, councilmembers will hear from officials about the city’s snow and ice removal plan for the winter season and updates on Building up Aurora and the Colfax Downtown Development Authority next steps.

Voters approved the creation of the DDA in November’s election, and next steps will include the appointment process for the DDA board.

Build Up Aurora is a long-term initiative created by the council last year to create an Infrastructure Task Force and care for existing infrastructure while planning for city growth.

The city has more than $700 million in unmet critical capital projects to maintain existing infrastructure and keep up with the city’s growth. City staff will update the council on Build Up Aurora Monday night and present proposed next steps.

In Monday’s regular meeting, the council will cast a final vote on the elimination of the Veterans Affairs Commission and make an initial vote on the 2025 fall supplemental budget, according to council documents.

The study session will start at 4:35 p.m. and end at 5:55 p.m. It is open to the public via livestream

The regular meeting will start at 6 p.m. in the Aurora Municipal Center’s Paul Tauer City Council Chamber, 15151 E. Alameda Parkway and is open to the public in-person and online.
