The Aurora City Council will discuss performance metrics and accountability for the homeless navigation campus, vote on election timing and hear updates on chamber accessibility in Monday night’s meetings.

In Monday night’s study session, Councilmember Gianina Horton will propose a resolution to establish performance metrics and accountability standards for the Aurora Regional Navigation Campus.

If passed at a future regular council meeting, the resolution would clarify the council’s expectations of the campus operator, Advance Pathways, and lay out reporting requirements and expectations of the operator.

The resolution comes after a series of council meetings in which a woman who lives at the campus has shared multiple complaints and allegations of misconduct during public comment.

Also during Monday’s study session, council members will hear an update on accessibility improvement projects for the council chamber.

A design for the chamber was completed in 2023 and the council decided to defer the project in 2024.

Earlier this year, the council asked city staff to revisit the project and provide a cost estimate for the plan with changes from an Americans with Disabilities Act facility assessment.

A new design for the project recommends two new ramps in the chamber, raising the chamber floor and providing accessible seating. The whole project is estimated to cost up to $1.9 million.

If approved by the council, construction would begin early next year and last six to eight months.

In both the study session and regular meeting Monday night, council members will vote on a proposed ordinance that would change municipal elections from being held in odd-numbered years to being held in even-numbered years.

Voters would have to approve the change if the council approves putting it on the ballot and the change would begin in 2030.

Due to coordination with Arapahoe County elections, holding Aurora municipal elections during odd-numbered years is more expensive for the city.

To make the transition, council members elected in 2027 and 2029 would have three-year terms.

Monday’s study session starts at 4:30 p.m. and the regular meeting will follow at 6 p.m. The regular meeting will take place in the Paul Tauer Aurora City Council Chamber, 15151 E. Alameda Parkway, and the study session will be livestreamed in the chamber.
