Denver City Council to vote on contract extension; halfway house purchase; settlements

The Colfax Avenue Bus Rapid Transit Project already needs an additional six months of pre-construction.

The Denver City Council on Monday will consider a contract amendment that will add time to the existing contract, which will expire at the end of February.

The total cost of the project will not change from the estimated $280 million and it is unclear if this extension will impact the total timeline. Construction is slated to begin next week on the transit project, which will bring express buses to Colfax Avenue and halve the available traffic lanes.

The Denver City Council will also consider spending $26.2 million to purchase a halfway house, a place for people with addictions or criminal records to reintegrate into society. The purchase is part of an ongoing city effort to move away from national, for-profit institutions.

Since October 2019, the city has closed five such properties which has reduced the overall availability of community correction options. The city wants to have 550 slots but currently only has about 270. Along with the halfway house up for purchase Monday, at 570 W. 44th Ave., the city plans to open another by September of 2025, which will bring the total capacity to 373 slots – still short of overall goals.

Contracts and resolutions

24-1162: A resolution amending a contract with Kraemer North America by adding six months for a new ending date of Feb. 28 for preconstruction services for the Colfax BRT project.

24-1163: A resolution approving a contract with JV LoDo Denargo LLC for which the city will pay no more than $3 million, to build a public park in the Denargo Market redevelopment.

24-1164: A resolution approving a contract with Denver 44th Avenue, LLC for $26.2 million for a halfway house called the Men Overcoming Obstacles Re-Entry Center at 570 W. 44th Ave.

24-1266: Settles a claim totaling $10,000 involving the Denver Public Library related to the case Antonio Estrada-Barda and Alejandro Estrada v. Melvin Fubler and The City and County of Denver.

24-1267: Settles a claim worth $20,000 involving the Denver Public Library related to the case Antonio Estrada-Barda and Alejandro Estrada v. Melvin Fubler and The City and County of Denver.

24-1268: Settles a claim worth $125,000 involving the Denver Police Department related to the case Scott Carey v. Mark Matthews.

24-1269: Settles a claim worth $15,000 involving the Denver Police Department.

Bills

24-1146: A bill amending the Denargo Market Development Agreement with JB Denargo, LLC, and Denargo Market Metropolitan District by amending specific environmental standards related to construction and infrastructure on certain city property.

Public hearings

24-0983: A bill approving a zoning amendment for property at 4050 N. Colorado Blvd. and associated properties from B-3 with waivers and conditions to C-MX-5 and C-MX-8, allowing construction of mixed-use buildings up to five and eight stories, respectively.

24-1168: A bill approving the first amendments to the first amended and restated service plans for two West Globeville Metropolitan Districts.
