Monday is an important night for the Denver City Council as the agenda begins with elections for the council’s two leadership positions, president and president pro-tem, currently held by Councilmembers Amanda Sandoval and Diana Romero Campbell, respectively.

Among the most-watched items on the agenda this week is the final reading and anticipated vote on Council Bill 26-0921, which would allow some Denver nightlife venues to remain open until 4 a.m. 

The measure advanced with a 10-1 vote on July 6.

If adopted, establishments could keep music, dancing and other entertainment going for two additional hours, but alcohol service would still end at 2 a.m. under state law.

City officials argue the current code inadequately regulates nightlife entertainment venues and lacks specific safety and security requirements to prevent violence and disorderly conduct.

The City Council is also scheduled to take final action on two related items asking voters to overhaul parts of the city budget process, including an amendment to the City Charter to move to an optional biennial budget cycle and new requirements for public engagement.

The two proposed linked “Budget Together Denver” measures will be presented for final consideration, allowing the city to use either a one- or two-year budget cycle, depending on the economic outlook and the city’s needs.

City Council members will introduce a trio of Xcel Energy measures. The first would allow voters to decide whether Xcel Energy retains its franchise license through 2026. The second would approve an ancillary energy partnership based on “sustainable, reliable and affordable energy and joint energy leadership in Denver.” The third would authorize Xcel to provide utility services at Denver International Airport.

Should the package pass on Monday, a combined courtesy hearing will be set for July 27.

There are no proclamations scheduled to be read and no public hearings.

The Denver City Council’s regular meeting begins at 3:30 p.m. in the Cathy Reynolds City Council Chamber, with the general public comment session beginning at 5 p.m.
