A federal grand jury has charged two Pueblo men with conspiracy to commit murder in connection to the fatal shooting of Floyd Robinson in 2019, the U.S. District Attorney’s Office announced Monday.

Emilio Hall, 26, has been charged with conspiracy to commit murder and possession of a firearm by a prohibited person. Christopher Ortiz, 41, has been charged with conspiracy to commit murder.

According to the indictment, Hall and Ortiz were members of Pueblo’s Ace street gang, a criminal enterprise that engages in murder, fraudulent business and the manufacture, importation, buying and selling of controlled substances.

On June 23, 2019, Hall, Ortiz and other gang members agreed and planned to kill 37-year-old Robinson to increase their position in the gang, according to the indictment.

That morning, Hall and Ortiz met at Bessemer Park in Pueblo and Hall shot and killed Robinson with a handgun, the indictment said.

Hall has a criminal record in Pueblo County dating back to 2014, according to court records. Previous charges include third-degree assault, felony menacing with a real or simulated weapon, prohibited use of a weapon and resisting arrest.

Hall is currently in custody on state charges. Ortiz is still at large.

The investigation is being conducted by the Pueblo Police Department, FBI, 10th Judicial District Attorney’s Office, Pueblo County Sheriff’s Office, Drug Enforcement Administration, Colorado State Patrol and Bureau of Alcohol, Tobacco, Firearms and Explosives.

The prosecution is being handled by Assistant U.S. Attorney Jason St. Julien and the Violent Crime and Immigration Section of the U.S. Attorney’s Office, with assistance from the Department of Justice’s Organized Crime and Gang Section.
