The operators of an assisted-living home in Aurora who were charged with mistreating residents restrained someone with zip ties in a wheelchair, physically abused staff and residents, neglected care and mixed up resident medications, according to the indictment.

James Russell Vogel and Angelica Vogel, operators of All Saints Home Care, were indicted by a grand jury July 16 after an investigation into mistreatment of residents.

The Vogels were each charged with two counts of attempt to influence a public servant, a class four felony; one count of false imprisonment of an at-risk adult, a class six felony; and three counts of caregiver neglect, a class one misdemeanor, according to the indictment.

All Saints Home Care is an unlicensed care facility that offers assisted living and memory care to older adults. It operates out of a private home at 6512 S. Lisbon Court in Aurora.

The indictment outlines several specific alleged instances of neglect and mistreatment, including the following. Resident names and identifying information are redacted in the indictment.

Aug. 28, 2025

A new resident claimed that Angelica Vogel hit a member of the facility staff with a broom.

That night, the resident was given an air mattress to sleep on in the hallway. Vogel also took the resident’s watch and phone.

Sept. 24, 2025

Colorado Department of Public Health officials visited the facility to check on resident numbers and compliance with regulations for unlicensed care facilities.

They tried to check on a specific resident who had a complaint filed but were told by the Vogels that the resident had moved out. That information was false and the officials saw the resident come back to the facility as they left.

Nov. 18, 2025

An at-risk adult resident of All Saints Home Care was left unsupervised long enough to climb through a second-story window and get stranded on the roof.

The person slipped down the roof and a neighbor called 911. Deputies lifted the person back through the window.

The Vogels did not notify the person’s family of the incident.

When a family member found out, they went to the home on Nov. 22 and found the same person restrained by a harness secured with a zip tie in a wheelchair, upset and crying. The family member cut the person free and left with that resident.

The Vogels were not there and there was only one other caregiver who was busy dealing with other residents.

Jan. 1 – Feb. 11, 2026

An at-risk adult resident of All Saints Home Care who depends entirely on caregivers for daily care was found with bruises, dried feces and a bag of medication for other residents.

Family members removed the resident and took the resident to a hospital, where nurses found bruises on the chest, arms and other areas of the body.

The resident was “extremely thin” and wearing multiple diapers with dried feces. They also had dried tape on their backside, a blackened toenail and other injuries.

When the resident was removed from All Saints Home Care, the family was given a Ziploc bag of medication bottles by Angelica Vogel. Some of the prescription bottles belonged to other residents and at least one pill bottle had pills that didn’t match the prescription label.

The resident was found not to have been seen regularly by a doctor for medical care.

Arapahoe County Sheriff’s Office investigators are still seeking information from former residents of the home and their family members, according to a news release.

District Attorney Amy Padden said the office will continue to work with law enforcement to investigate the case, adding that anyone with information should contact the ACSO.

“Our office is committed to ensuring that vulnerable members of our community, including at-risk seniors, are protected,” Padden said in a news release.
