Denver City Council approves over $100 million in contracts for DIA maintenance, construction
The Denver City Council approved $112 million in nearly a dozen contracts Tuesday evening to fund maintenance and construction operations for the Denver International Airport.
Of the 11 total contracts, two passed unanimously and nine passed in an 11-1 vote, with Councilwoman Amanda Sawyer being the only one to vote no. Councilwoman Robin Kniech was absent.
“The only requirement or specification around (these contracts) is general construction,” Sawyer said during the meeting. “I have a problem with these contracts in general. … . My concern here is just around transparency and our budget oversight as a council.”
DIA officials said the City Council will receive quarterly reports from the airport regarding the funding use and contract operations.
DIA expects surge in travelers over spring break
The approved contracts include $20 million each for five three-year contracts between Denver and Hensel Phelps Construction Co., Milender White Construction Co., Turner Construction Co., PCL Construction Services Inc. and FCI Constructors Inc.
These contracts are for on-call general construction services at DIA, including facility and infrastructure projects throughout the main terminal, concourses, airfield and surrounding area.
Projects can include office remodels, concourse renovations, structural repairs and gate expansions and relocations.
Other contracts provide $2 million each for four three-year contracts with Hensel Phelps Construction Co. and Sky Blue Builders, LLC – with each of the companies receiving two contracts for on-call “airside” and “landside” facility maintenance and repair services for DIA.

The airside contracts come with two one-year options to extend. Both the airside and landside contracts include heating, ventilation, air conditioning, plumbing, electrical, life safety, building, appliance and paint services.
The council also approved $4 million for a two-year contract with ADB Safegate Americas, LLC for the purchase of runway lighting components and modified the language of a $90 million, five-year contract with SP Plus Corporation, who manages DIA’s public parking facilities, passed in 2017.
This comes after the Denver City Council approved five DIA service contracts last week, totaling over $150 million for construction, passenger conveyance systems and workers and management for oil and gas facilities on airport property.
