The man who was shot and wounded by an officer last week in Lakewood has 67 documented prior arrests and explained to investigators that he had a chip implanted in his head that “tells him to do bad things.”

Jason Wayne Ray was shot on Jan. 21 after agents contacted him in a vehicle that was associated with a “vehicular eluding” incident from a few days earlier. According to an affidavit for Ray’s arrest, an agent monitoring a security camera saw the vehicle in the Rocky Mountain Motel parking lot at 6001 W. Colfax Ave. around noon that day.

The agent noted that the vehicle was associated with an incident Jan. 17 and that Ray was listed as the suspect. Two Lakewood Police agents made a plan to approach the vehicle from behind and contact the people inside.

According to the affidavit, one of them approached the vehicle, opened the driver’s side door, identified himself as an officer and ordered the two people inside to get out of the vehicle.

One agent recognized the driver as Ray and decided to go “hands on” in an effort to arrest him, the affidavit says. As he did so, he noticed a small pistol on the seat between Ray’s legs. According to the affidavit, the agent attempted to grab the gun, but Ray began reversing the vehicle. At that time, the agents “disengaged” to avoid being injured and Ray left the area.
