Denver government offices closed Monday to honor César Chávez

City Council meeting moved to Tuesday.

City and County of Denver city offices will be closed on Monday in observance of César Chávez Day.

That moves the regular City Council meeting, normally held on Mondays, to 3:30 p.m. Tuesday. The general public comment session begins at 5 p.m.

On the agenda, Denver International Airport officials may soon be exploring ways to alleviate traffic snarls along Peña Boulevard if the city approves a $15 million consulting contract to study the notoriously busy 11.1-mile stretch of highway.

Council will consider a resolution that taps Lakewood-based Peak Consulting Group, LLC, for a five-year contract to perform National Environmental Policy Act (NEPA) and partial design services for Peña Boulevard between I-70 and E-470 at DIA.

Funding for the project would come from two sources: the DIA Enterprise Capital Improvement Plan and a Federal Surface Transportation Block Grant.

Airport officials insist the study is necessary to manage the expected passenger growth, which is expected to surpass 100 million by 2032.

Other resolutions of interest include a $9.4 million contract with Flatiron Dragados Constructors for construction services on two taxi lanes at DIA and a pair of contracts for the replacement and restoration of concrete items citywide.

The first is a $1.5 million contract between the city and Keene Concrete for the annual removal and replacement of concrete curbs, gutters, sidewalk panels, valley gutters, concrete streets and alley pavement. The contract also provides for asphalt pavement and landscaping restoration citywide.

The second is for a $1.8 million contract with Silva Construction to remove and restore deficient concrete ADA ramps, curbs, gutters, sidewalk panels and associated structures.

Also up for consideration is a $1.5 million contract with Bayud Enterprises to provide homeless shelter operations and services at the Stay Inn Micro-Community, part of Mayor Mike Johnston’s program to reduce homelessness in the city.

One proclamation honoring the Week of the Young Child and recognizing the Denver Head Start program will be issued.

This year marks the 60th anniversary of the national Head Start initiative. This program has provided early childhood education, health, nutrition, and family support services to millions of children and families across the country.

No required public hearings are scheduled.

The Monday closures include all libraries, but Denver Health will remain open as will agencies that operate 24 hours a day, seven days a week, such as Denver International Airport, Denver Police Department, Denver Sheriff’s Office and all fire departments.
