Man sentenced to 13 years in prison for high-speed Castle Rock chase

A Trinidad man was sentenced to 13 years in prison for a high-speed chase at the Castle Rock Outlets parking lot in 2022.
Roy Allen Elliott-Casaus, 33, pleaded guilty to assault on a peace officer, aggravated motor vehicle theft and vehicular eluding after he crashed a stolen vehicle into several police cars while fleeing from authorities on Jan. 7, 2022, according to a news release from the 23rd Judicial District Attorney’s office.

“Thirteen years isn’t just punishment — it’s protection for the community,” said Deputy District Attorney Joe Ratner with the 23rd Judicial District Attorney’s Office, via the release. “This defendant treated a shopping center like a racetrack. Now he’s off the streets.”
In a dashcam video provided by the Douglas County Sheriff’s Office, an officer drives through the parking lot and, along with two other police, attempt to blockade Elliott-Casaus as he got into the driver’s seat of the stolen car. He then rammed through the cars, hitting all three police vehicles and at least one parked car on the way.
After chasing him around the outlet parking lot for a few more minutes, the video ends with Ofc. Justin Lane crashing his vehicle head-on into the stolen car driven by Elliott-Casaus, according to the release. He was arrested a short time later after a short chase on foot.
The stolen vehicle out of Englewood was first identified with the help of Castle Rock FLOCK cameras, and was located at the outlets using drone technology, authorities said.
“Casaus thought he could outrun law enforcement in a stolen car — but crashing into reality, literally, brought his joy ride to an end,” said Deputy District Attorney Jonathan Steinberg with the 23rd Judicial District Attorney’s Office, via the release. “Actions have consequences, especially when public safety is at risk.”
Elliott-Casaus’ 13-year sentence will be served consecutively with a six-year sentence for an unrelated crime in Las Animas County, according to the release. 23rd Judicial District Judge Elizabeth Volz handed down the sentence.
