Witnesses lift BMW off woman dragged by hit-and-run driver in downtown Denver

A woman was seriously injured Sunday after being hit in a downtown Denver crosswalk and then dragged almost the length of a city block underneath a BMW, police said.

Alleged drunk driver Cesario Serrato, 56, is accused of hitting three pedestrians, leaving one of the women fighting for her life, according to the Denver Police Department.

Social media posts and video showed witnesses chasing down Serrato’s car after it struck the women.

The victim “was pulled underneath the vehicle and dragged approximately half a block, until the defendant became stopped in traffic,” according to an arrest affidavit. Officers and bystanders worked together to lift the BMW off the victim.

Authorities said Serrato’s silver 2015 BMW 650, with expired temporary tags, hit the pedestrians as they were crossing 20th Street at Larimer Street in a marked crosswalk around 2 a.m. Sunday. Investigators determined the suspect ran a red light and struck the victims, according to the arrest affidavit.

Serrato “had exited the parking lot, located at 2000 Larimer St. The defendant then drove southwest across two lanes of traffic,” according to the affidavit.

Two of the pedestrians were thrown after being struck by the vehicle, while the third was trapped underneath it.

While the two victims thrown by the vehicle sustained internal injuries, the third victim is in critical condition, police said.

Police took Serrato into custody at the scene. He had to be taken to St. Joseph’s Hospital “to be cleared due to his extreme level of intoxication,” police said. He was driving with a revoked driver’s license and appeared to be intoxicated with “bloodshot watery eyes” and “slurring his speech,” according to Denver police.

Serrato is now being held at the Downtown Detention Center.

While Denver police reports have redacted the victim’s name, several social media platforms have reported the victim’s information, including that she is alive and in critical condition.

Colorado criminal court records show Serrato was arrested, cited, and sued for debt more than 30 times since at least 2008. Most citations happened in Denver, but also included Arapahoe, Jefferson, Elbert and El Paso counties.

He was cited for driving under restraint at least four times, and for driving under the influence at least twice — including a 2021 case where a judge imposed a 180-day jail sentence, that was suspended, court records show. He was sentenced to a year of probation in a 2018 DUI/reckless driving case.

Serrato has at least two open cases: He was cited on March 18 for driving under restraint, no plates, no insurance. Just four days earlier, he’d received a Denver Police Department citation for allegedly running a red light and not having insurance at 15th and Market streets in Denver, according to court records.

He was advised of the charges against him in court Monday and remains in custody in Denver City Jail with “enhanced supervision” and “Sheriff special instructions,” court records show.
