Denver City Council to consider contract for micro-community site operator

The Denver City Council on Monday will consider a $2.3 million contract with Bayaud Enterprises to provide site operations at the under-construction homeless micro-community at 12033 E. 38th Ave.

Mayor Mike Johnston’s administration has broken ground on three micro-community sites, including 2301 S. Santa Fe Drive and 1375 Elati St.

The city’s micro-communities are to be monitored 24/7 and provide mini shelter units, community buildings, and laundry, bathroom, shower and kitchen facilities.

Service providers, not the city, will be responsible for monitoring and maintaining micro-communities.  Providers are expected to maintain a minimum ratio of one staff member on site per 40 clients.

The contract calls for Bayaud Enterprises to oversee and maintain a micro-community with 54 units to ensure compliance with all building codes, health regulations, and safety issues as well as regular repairs. Communal spaces are to be cleaned at least twice per week.

The contract with Bayaud, a Denver-based company, would provide site operations until the end of 2024.

Plans call for homeless people at micro-communities to receive employment resources, wraparound mental health services and, eventually, permanent housing solutions.

Mayor Johnston’s administration is acquiring housing units, including hotel and leased units, in efforts to house 1,000 homeless people by year’s end.

In other council action, The Salvation Army could receive $10.5 million in additional funding to provide rental assistance, homeless programs, and resources at shelters and centers across Denver.

Contracts and Resolutions

  • Contract adding $3,037,326 for The Colorado Coalition for the Homeless for outreach services for homeless people until the end of 2024. The contract’s new total becomes $8,811,044.
  • Contract with The Colorado Coalition for the Homeless worth $850,736 to provide mental, physical, and behavioral health support to micro-communities and non-congregate hotel shelters housing homeless people across Denver.
  • Contract adding $965,000 for Volunteers of America Colorado Branch to provide rapid rehousing services for homeless people and families across Denver. The contract’s new total becomes $4,040,000 and is extended until the end of 2024.

Bills

  • Contract with Denver Health worth $73,194,238 for 2024 medical, public health and mental health services.
