Four arrested following discovery of human remains near Colorado reservoir

The Garfield County Sheriff’s Office has announced that four people are in custody following the discovery of human remains near a local reservoir late last year.

On December 26, 2023, members of Garfield County Search and Rescue and local law enforcement found the remains about two hours into a grid search in the area of Fravert Reservoir off of County Road 244. This reservoir is located about 2.5 miles northwest of Rifle.

At the time, searchers were following up on multiple tips they had received related to missing person Raul Perez, 53. The remains were identified as Perez.

The persons arrested include Angel Luis Cosme-Marquez, 54, Manuela Zapata-Castillo, 42, Phillip Allen Johnson, 28, and Joseph Patrick Moffat, 38. Cosme-Marquez was the only person charged with murder in the first degree, while Zapata-Castillo was charged with conspiracy to commit murder in the first degree. All four were charged with conspiracy to commit tampering with a deceased human body and tampering with physical evidence. A variety of other charges were also involved.
